I think that the co-ordinates for implementing the moderated pre-print services are very clear in your text: "Increased publication pressure , decreased publication time , increased competition for grants , decreasing academic freedom , temporary work assignments and possibilities to earn even some good money with science". These factors can be considered forces that affect the personal responsibilities of authors on one side and the fairness of referees and Editors on the other. The long term solution must come when these factors move to more normal levels of pressure. However, at present day and taking into account the www existence we may think it as a counterpart corrective mechanism.
In any case that a submitted article receive negative from editors , not based on scientific reasoning , the article should be published electronically until a final result is reached . By final result I consider either two possibilities: 1. It receives sound scientific negative critical evaluation by electronic means and is kept in this form during reasonable period of time with the critical comments on display. 2. It gets its acceptance by the same or by another journal on the "market".
During electronic exposure , at first stage , as accompanying files the correspondence of the author and editorial journal must be disclosured as well .
I can imagine that we may find out, other additional possibilities for the use of this moderated pre-print services . However at this point in time, considering the factors so well discoloured in your text, it seems to me , a way to preserve peer review system while producing some balance for the high forces existing upon authors and editors.
