Dumaguete Port Area (DPA) (Sectors A and Sectors B) of the DGTE-Bacong Containerized Zonal Port Authority.  Land transfer rights are expected for residential rights relocation in the outlying DGTE 6-Sector (2-West, 2-Central, and 2-East) metro zonals.  Industry will start off in the North and feed to the Southern port authority where a Southern airport zonal will speed movement of goods (freight) and passengers (3-6 Million per year) to destinations to the South, feeders to major (5) international airports in the northern Philippines, and including Australia/Oceana and connecting in Southeast Asia to international destinations (e. g. S'pore, Thailand, K. L., H. K.) and PR China/Taiwan.

 

The originating model by city and provincial planners for this made-in-Dumaguete City port authority (DPA) together with JLG Enterprises of our group is to build yard areas about 40-60 hectares plus the modernized container-handling capacity for two tankers in the city port rotating with the outward harbour plus an extra capacity of 4-6 more containerized vessels in the Bacong port authority (btw, the Sibulan port authority will not be a go ahead as their resorts consolidation will be a greater prioirty at this time). Financial planners will require cooperativity between: 1) socialista-nationalist interests of the province with their stock shares set together with corporate interests in public ownership stocks and bonds at 35% or 41.3M USD, 2) private investors from the metro-Manila area owning 10% or 11.8M USD of stock shares, 3) & 4) equal shares of the balance at 27.5% and 27.5% or 38.35M USD and 38.5M USD.  JLG enterprises will raise 38.35M USD for its share of this pie and private real estate authorities in the land area will raise the rest of the 38.5M USD both open to loans from Saudi Arabian bank interests (it is projected) and sources that will be known to "SkyeBlue" in the decades or so future that we come to know of.

 

Questions to float at the beginning stages of this modernizing Dumaguete-scaled mega project are to ask: where are industry developments in the city and province leading to and where export markets are and their relative size and the tantamount jobs creation in support of the province to go including unionized labour and semi-authomation for access in the port area authority. Another supporting factor needed are the institution and inforcement of a DPA (Dumaguete Port Authority) constitution, the need to acquire land and interests in part by interests around the port authority area and need to legislate it provincially and with the DOTr. 

 

7. Biotech industrial manufacturing for the nation and outlying destination in the Southern Pacific and Indo-Pacific and to serve with authority with DOST-PCARRD (Gov. of the Phil.) the outfitting of government authorized laboratories both government research, NGOs and industrial organizations with modern to date equipment and materials including modern large cabinet instrumentation or appliances, even those for importation alone and modern servicing (e. g. Japanese, Australian multinationals).

 

Biotech cos. can be designed and set up as home grown industries and attributed to the Agri-Food & Agricultural powerhouse of the economy and its life blood with Biotech as the major spearhead or catalyst for change in that industry.

 

Other powerhouse industries in a country like the Philippines is Tourism and Trade (commerce being its easy street, being manufacturing & import/export).
