We are reporting as part of an organizing alliance within the Negros Province, in the Republic of the Philippines, with an interest in influencing developments within the Negros Island region (NIR, as it can be called), particularly in Palinpinon, Bais/Tanjay, and in the NDA Region 7 - Central Visayas: Negros, Bohol, Cebu and Siquijor. The NDA - National Dairy Authority in the Philippines, is perceived to encourage dairying as a key product of livestock raising given the marketplace, demographics and consumer preferences including using caramilk as one outlet and conventionalized dairy cattle raising using common AIBPs such as with surplus urea-N and unrefined or raw sugarcane/molasses and sugarcane tops (SCT) that is either untreated, 'bio-siled' [including here more advanced approaches (viz. quite intensive use of biologicals)], or 'chemo-siled' (sulfuric acid/urea-ammonium) sugarcane tops (SCT) - and/or with bagasse via solid-substrate fermentation (SSF) processed or 'yeast bagasse' with fibrolysis and added fungal SCP. In both cases a solution of 'as is' molasses is sprayed to increase the energy density for higher producers and the 'proteinogenic potential' of the feed. There is currently now a burden on scientific expertise for further R&D to produce XL Grow varieties to test economies of scale with both pharma, energy and fodders, including use of 'closed' biosafe facilities avoiding pollination by GMO plant varieties- e. g. through techniques utilizing protoplasmic fusion and PNA-Auxin/ARF. We strongly encourage exploration by recruitment of local (e. g. UBC, Vancouver Canada), multi-national botanists (e. g. Indian botanists and those from China), and plant biotechnologists, and/or crop agronomists from schools in our region in the West in Canada. The particular issue of whether the Palinpinon project used to be true as planned was whether a 'closed' biosafe facility could be built by Filipino expertise using seagrass secondary alkaloids as anti-pollinator blockers in solution without escape sans protoplast fusion technology and experimentation. It is believed that further study of known biosafe laboratory requisite GMPs will answer the issues involved. Open ponds culture is also an option but currently scarce land area or resources would probably make this prohibitive in cost (e. g. lease and taxation) for non-GMO varieties. What technologies will be required to produce the varieties and the undue needed safeguards defining what is biosafe would make it further prohibitive. Agri-food with our functional food product lines (Plse. see our website with our "SkyeBlue" corroborator: Agri-food Information Enterprises of Canada) will be an area for expansion including texturized fat-oil mixtures such as the L'Oleo (R) trade product and L'Oligo (R) smoothie nutritional supplement of complex carbohydrates (including WSC) and of a gourmet Pepper-Peanut sauce (sweet Szechuan/Sichuan-style BBQ marinade or ketchup condiments) for meats; fish like salmon, trout and bream; eggs; as a pasta/noodle sauce; and for salad dressings are all being gradually converted to IP-protected product ideas for eventual marketing and commercialization and we are proud to announce that we are in contact with a brand and product developer, chain supply manager, marketer and researcher, and advertiser for our possible food product coming up, based in the NCR region of the Philippines near Calabarzon, Laguna. A. Agropur-Co-op: (Palinpinon-Bais/Tanjay) (a) Hi-NEAA/Hi-HIS Yeast Cultured Supplements. These are e. g. s. to be amalgamated with cornmeal-based chicken and piggery diets with growth promoters and deemed organic. These will provide 'a niche' under current standards for both banned use of antibiotic and hormonal growth promoters or factors in animal feeding. (b) PNA-B12 RNA-based Technology (non-GMO, GRO) for ensiling and rumen/digestive management in livestock feeding. The aim with ensiling being to increase cellulolysis, e. g. hemicellulases and cellulases, sugars for fermentation during ensilage, better preservation at a stabler pH and better nutritive value or profile in silage for increased intake, digestibility and nitrogen (N) utilization. Probiotics at this time would include yeast-based innocula to improve rumen digestion in general including biologic use intended to increase fibrolysis and resulting in increased MCP biomass production by rumen microbes. (c) Alkaloid biosafe-contained requisite GEdited (GM or GMO) pharma varieties to prevent spawning, i. e. pollination outside the 'closed' facility. (d) Sugarcane Tops (SCT) farming for ranching as silage will be employed for year-round feeding both grass from pasture and SCT silage from sugarmilling using an auger in a two-vat conformation with milling or fine-chopping to take place first, then mixing at auger with H2SO4 (aq) to delignify and add sulfur (S) to improve fibre digestibility and then neutralization in a second vat with urea solution (aq) again at auger to add nitrogen (N) (important: well-ventilated conditions) to improve also digestibility of forage, both for microbial digestion. Local 'Cara-Ranching' for dairy and meat (e. g. in the Town of Ayungon, Negros Oriental ) subject to employing supplies of oversown and managed lush pasture for high-quality green fibrous source with lower-quality feeds together only for these higher efficiency digesting animals given advances yet to be discovered in centres of research and learning like UPLB for the NDA Region 7 or Central Visayas region with ensilage of common material of SCT as it also popularly known in places like Mauritius seasonally harvested but available through the year. B. Micropur-Co-op: (Palinpinon) Re-uptake and Sequestration by Active Transport Processing of K+ and (PO4) 2- Conservation in Soil Microbes and Root Calli of Plants. More research is required to establish how to bring about soil enrichment through fallowing of intercalated plant hedgerows with ploughing back into soils with soil microbe cultures subsisting there. This would represent a breakthrough in organic farming practices using microbial interventives practiced in the Philippines versus chemical intensive inputs. Another approach is that of using byproducts like coconut husk, rice bran, rice straw and sugarcane bagasse for fabricating pen or stall liners to turnover animal waste and maintaining its hygiene through regular maintenance to the land fill of the farm for composting (and also for mulch with landscaping & gardening) and use of ecofarming practice of collecting human fluids from urine, stabilizing the fluid biologically, and proceeding to adsorb it to the dried petioles of the flowering parts of water hyacinth for (PO4)2- (phosphate) recycling in the soil after composting in fallow land. C. Dairypur-and-Egg Co-ops: (Palinpinon-Bais/Tanjay) [1] 'Medicinal' GMO Hi-Producers Milking Cows via gene editing (GE), or better, sublingually applied PNA-B12 accelerating milk food protein synthesis in the udder of these cows, fed all-year round silage from emerging aquatic botanical spp. like HQ water hyacinth and duckweed and histidine functional amino acid supplements such as proposed from yeast from fine-milled bagasse. It has also been proposed here, as elsewhere, (plse. see: HQ Feed Refiners Information Enterprises Canada here in this website under biomedical listing of cos.) that byproduct feeding can be converted using extensive EFE technologies to breakdown and resynthesize high-quality (HQ) polysaccharides both fibre-based and non-fibre-based and including complex oligosaccharides and their water-soluble sugars as energy supplements. These too can supplement HQ feeding for Hi-Producing Cows either GM, GE or Non-GMO, GRO classes of milking livestock. [2] Low-cholesterol GMO Layers for eggs (duck, quail and poultry) modified genetically for the cholesterol esterase gene in fowl spp., and fed functional amino acids (FAA) (HIS, ARG, LEU, MET and LYS)- these are all yet to be tested as candidates for their limiting amino acids towards egg or layer production. D. Palinpinon-Co-op: (Palinpinon/La Carlota-Vancouver-area subsidiaries) [1] Bio-Agrosil Feeds (BASF) Laboratories (Palinpinon) - Growers, Microbiology, Feed Formulation. Proposing to further investigate recent finds of (1) HQ long fires for improving protein digestion and (2) Arbocel(R) or Avicel(R), or lignin, in poultry diets to improve protein digestion. Various approaches: (1) down-regulation by GM of proteases in grain (but where in the grain and it's distribution is yet to be determined), (2) heat denaturation by extrusion and feeding, (3) Arbocel(R) or Avicel(R) or purified lignin, hypothesized to denature protein to optimize availability for digestion, and finally (4) "Yeast Bagasse" vs. widely used and available bagasse-based feed can be further studied using Arbocel(R) or Avicel (R) with heat extrusion and pelleting. [2] Polera Growers Co. (Palinpinon) - Growers, Tree Farming, Aquafarming, and Energy Generation from Biofuels. There is a movement in the biorenewables industry to twin both lignase-III systems to mineralize lignin to CH4 and ferment the cellulose fractions with fungi in tandem with Methanobrevibacter spp. Also CH4 to HCOOH (formate) is to be shipped elsewhere for IBPN manufacturing (plse. see: IBPN Tires, Bridge and Roadway Industry Information Canada) to various infrastructural and capital projects and for consumer domestic infrastructural demand. The feasibility of this study for industry development will proceed, as we speak, with establishment where pulp mfging. is accessible from source and where environmental protection regulations applies for the handling of cynanide-benzene solution as a chemical. Most likely in remote areas around the globe and where it is v. cold (perhaps for e. g. Siberia and the near-Arctic) for quenching deadly cyanide gas [HCN (g)] escape using a scrambled heli-jet crew or team to spray using our "Clean-O" Process for chemical leak(s) as they could occur which would be immediately lethal to wildlife on contact in the zonal area of the hi-tech manufacturing plant. Like the unique wheat based pasta, polenta, polera refers to the Indian golden yellow genetically edited (GE) (CRISPR/Cas9)/back-crossed & selected rice variety that we plan to develop in the Philippines and process via importation into the Vancouver market for export to China and the rest of Asia including the Philippines and India. Other varieties of pasta from rice and wheat, and starch from root-based crops with either wheat or rice may be marketed eventually in the African marketplace and world-wide health food market. These are novel, original and innovative to the consumer in our marketplace and should be promoted widely and actively for acceptability. A feed co. we are planning on at "SkyeBlue" is that developed from the Palinpinon ranchero area using "green" feed from sugarcane tops (SCT) and fine-milled to fine mm particle size, at this time with field solar powered choppers in the tropics, then processed by treatment with lignases and hemicellulases and, if need be, processed out of any deleterious substances (against toxicity and for better palatability) yet to be tested in feeding trials for intake (%BW) with dairy and beef cattle to be paired with a hi-energy and protein-dense supplement from fine-milled, SSF product in "Yeast Bagasse" as half of the ration. There are three types of buffalo breeds to tested ranchero-style at Palinpinon NegOr Philippines: the Murrah, the Surti and and the Nili-ravi and their localized crossbred varieties with Philippine carabaos or water buffaloes. [4] Genus Mariner Labs (see: 'Genus' and 'Wix.com' for website hosted Tel Aviv, Israel) (Palinpinon): Genetics of Marine Resources in the way of Saline Semi-arid Agriculture includes fish farming and farming seagrasses but aided by the development of XL-Grow varieties by Genetic Engineering (GE) techniques. This represents the first stage in genetic manipulation of varietal spp. They are to be controlled initially by rigorous biosafe plant conditions for absolute containment of spp. from escape and possibly pollinating or breeding uncontrolled with wild-type or other staged genetic varities. The rumour mill abounds with the latest possible news and developments regards the RP (Philippines) position and its potential investors: (1) the continued commitment of American and/or Canadian cos. to setup plant factories and parts distribution (import/export) to places like Cambodia and Southern China, for e. g., from a site like Kambangkalan Negros Occidental, RP (Philippines) where infrastructure development seems to suggest strongly a possible investment by north American firms; however, if this falls through, vis-a-vis foreign policy relations in the years ahead with the U. S. A., China instead might be made a stopping-off point for such vehicular or commuter traffic sent to the Rep. of the Phil. (Philippines); (2) there is also the option from an Australian-German cooperative consortium or merger to develop an adapted vehicle "on the ground" for the RP (Philippines) and field it for export to or local manufacturing in the country. Both the prestigious carmaker BMW and the oft well-known Australian carmaker Holden(R) remains familiar to us all in the West. [6] Dairy Processing Facility (DPF) annexed to the Water Buffalo Ranchero System for SkyeBlue for caramilk (carabao's milk food product). We are planning to process dairy milk like caramilk into ricotta cheese and creamery products for beverage (tea and coffee, amongst other offerings) and creamed dips for food condiments and snack party foods recreation in conjunction (plse. see: Agri-foods Information Enterprises of Canada) for marketing in Australasia and Europe (e. g. Eastern Europe and Soviet Russia). SKYEVIEWS at SKYEBLUE: SKYEVIEW: Known to the author are (4) modes for peptide technology delivery in rumen protein digestion: food-grade ion-exchange resins, time-release capsulation (e. g. through the gastric chamber and further downstream, microencapsulization of omega-3 fatty acids and vegan and meat-based peptides as in our proprietary Elastane(R) from x-linked elastin and pellet extrusion of peptides from feed peptide technology (for e. g. from clean vegetable or meat fermentation and their "encapsulization" in heat-damaged extruded grain material between carbohydrate sugars and protein), all being feed or food-grade. This was recently discovered or recognized by SkyeBlue with our work in functional feeding and needs urgent investigation and proprietarization as a feed manufacturing concern using advanced enzyme technology. SKYEVIEW: The growing co-op movement will finally gain impetus from loans available from banques and stock investments and from locals engaged in share buying becoming more popular as confidence grows in these types of technological industrial offerings. Industrialization stemming from the co-op movement will be perceived tantamount to attain a higher standard of living from higher incomes obtained from better paying jobs and production of higher value-added goods and services. From "rice paddies'" humble beginnings three technological breakthrough through Indigenous human resources development plus licensing investments using technology transfer for hi-tech farming will emerge: 1) XL-Grow varieties, 2) Pharma used with GEditing with traits using CRISPR/Cas9 technology and 3) Economically produced (viz. land lease and taxation) XL-Grow varieties as bioethanol feedstock in ligno-cellulose-fermenting plants that currently utilize bagasse from local sugarmills. SKYEVIEW: Tropical ensilage effectiveness has always been speculated on due to elevated temperatures, high sugar content in SCT, the steep need to improve protein retention in biomass for hi-producing cattle and dairy producers, similar moisture content of fresh forage as with grasses and legumes. The role of accelerating the acidification of silage with direct applied biologics like PNA-B12 conjugated gene silencing mRNA-based nano-scale technology is probably prognosticated to be cost-effective as a prebiotic approach for higher demanding hi-bred producing livestock. SKYEVIEW: Despite rumours the new fishpond culture is taking hold in the PR we view the issue as another type of fishpond, from that perspective, given the practice of aquaponics wherein fish stocks or their fry are grown further with inputs of fish meal and the fish in turn fertilize important aquatic plant stock like our proposed seagrass and duckweed (perhaps not water hyacinthe), the latter for ducks, and former for the fish. Another issue is whether imported varieties or species, e. g. from the Southern and Eastern coasts of India and Sri Lanka, can be used internally in the Philippines but just in perimeterized surroundings amongst fishpond culturists without escape, especially if the species is ecologically invasive or aggressive to the natural flora in the surrounding sea. We still hold that Philippine policy should carry through with government benefits for land reform and land lease with taxation for the benefit of the tax payer base including subsidies and other infrastructural helps. What about ranching, mixed farming situation and outright sale of fodders for feedstock. The market could still be developed further including lucrative energy contracts compared to sugarcane bagasse that has to be heavily treated with biologicals (enzymes, fungi) and/or chemicals (acids like H2SO4 and bases like NaOH). One wonders if there is more energy from oil on the horizon for Filipino alikes in the near future and energy inputs become commonplace for industrialization- the hope for tomorrow for the Filipino. SKYEVIEW: There is 'news on the wire' that efforts are being made to foray into the other side of the two provinces, that is, Negros Oriental (eastern half), where there is significant investment potential for further market studies to provide jobs to the grass roots labour base of the province through both direct philanthropy with their foundations and local banques, i. e. co-op industries including: agri-food industries for import-export, food services (e. g. GMP is a major issue using clean food, water, and land practices with modern equipment and tools or implements), transport and tourism, e. g. International airports of which three are planned for the region and in the Philippines for freight of both freight forwarding, local commodities for export from Negros Oriental industry and nascent industries for entertainment and travel or recreation. In fact, there is a rumour that the likes, once staged for local industry, of SONY and Disney World Entertainment will buy considerable tracts of land in the Southern section for hotels, even beachfront property and an e-World entertainment centre for rides, venues or shows including enabling AI for 3-D tele-cinema, auto-robotic amusements and concession areas for gaming (we believe that legalized gambling to a limited extent as can be sanctioned depending on legislation and other securities commission regulations) and with the major draw card being e-gaming & entertainment concessions for young adults and lesser minors both local and international tourists to the Island accessing both Silay-Bacolod, Kabangkalan and Bacon-Dumaguete International Airports. What this will do to the local Makati stock market exchange is open to speculation at this time and will be further monitored and regulated by a regulatory commission in the near future. We send greetings to the mayor of Dumaguete City and governor of Oriental province in advance of these development planned by civic and civil engineering planners (including for transportation and communications), speculators and financial investors, banque loan makers, and both the local, on the ground, and national ruling bodies. SKYEVIEW: SCP Bioinformatics is on the rise for proposed manufacturing of Fish Feeds from SCP and for "Yeast Bagasse". In sugar milling bagasse usually is burnt as raw fuel but not converted for alcohol mfging. as it is too expensive to use energy-intensive acids as reagents. It can be barged as raw materials, as milled, from the south or Brazil and then up throughout the Fraser River valley via the Panama canal to serve our LFS for food security purposes, in terms of tonnage, transport, and as an alternative to the haymaking or haylage from farming in our agriculture area from pasture which is getting limited for its availability. It can even be sent for trade world-wide for their other meat production enterprise including areas that "SkyeBlue" has familiarized itself with as in retailed deli-meats and deli-meat loaf (e. g. pate, roasts under aspic a l'Anglaise, corned beef and corned mutton; the question of goat meat processed similarly is still an option for producers).
