Panel discussion: What have we learned from the past outbreaks? What can be appled to the presesnt situation?

Session II-Early warning systems and characterization of new agents
Global early warning systems - what exists and
how are the barriers to cross border cooperation and sample shipments? Identifying and categorising threats. Improving cooperation between human and animal health sectors?


Session III - Safety and efficacy assessment and risk management
How to assess efficacy and safety of vaccines to be sued for mass vaccination campaigns without the large clinical experience? Who is responsible for deciding what is good enough?

Session IV - Production issues
Who decide to start producing vaccines in emergency situations, when and who pays? How can production capacity be increased? Can we use non-validated production units?
