We are an international consultancy company contracted as affiliated with the Skye Blue Organization's SBO Group of Cos., SYDNEY (AU). Our mandate is to consult and explore all avenues available for the implementation of biotechnologies and other related high technologies towards industrial growth and human and natural resources development in the developing world and including the Soviet bloc countries, including West Asia, the Far East, SE Asia, Cuba and Latin America and in the African continent. 


Integrated Nation-wide Consulting (INC)  We are aiming in the long-term to develop a higher technological landscape even for underdeveloped countries especially with the original interest in the Asia Pacific region from the developed world's perspectives in North America, Australia and Europe and parts of Asia including Japan, the Middle East and the former Soviet Republics where the advancement of biotechnology exists and is possible. INC aims to build on an upper management regulatory policy and resolution to carry out SBO's agenda for an option in higher technology and biotech, in particular, to play a future role to help build a 'green' economy with bioresources renewability and to further the profitability of its developing economy in areas such as foods, biopharmaceuticals, in the future in the medical or healthcare field & nutrition, biofuels and cost-effective biomaterials including bioplastics, and other fine specialty chemicals, upgrading crops (e.g. forages, grains, pulses, vegetables, shrubs and tree crops) and livestock through molecular breeding, in vitro reproductive techniques.

The national agenda for development in the role technology will or plays through widespread reform will be geared towards socio-economic factors or indicators for growth with knowledge-based and technical investment and financing from overseas countries wishing to profit from their involvement and addressing the need for progress towards greater national awareness, loyalty and national reintegration, viz. for civil society and its peace and law & order situation, interventive authoritative rule & discipline, effective legal enforcement of ethical practices and values of the labour code and other regulatory practices, anti-graft and corruption legislation with civil society and government, also within the family's social structure or unit and the need for cooperativity between peoples including synergy with communality and its unique perspectives, the need for measures to maintain and enhance human resource competency through resource upgrading and better acculturation with the state-of-affairs of countries and those abroad and the tendency for 'diaspora' with mass migration.

Technologies are tools that require innovation, technological capacity and resource mobilization and acquisition and regulation. We at INC, also believe that adaptation and resolve or discipline result in positive outcomes when the right technological applications and their regulatory use are in place.

In case studies, like the Philippines, high technology initiatives already exist but bridging the gaps between political stability, good governance, poorly run educational institutions, a civil society, private sector-run business climate and the particular problems of urban blight with overpopulation such as wide pockets of poverty, disease, illiteracy and widely-occurring poorer infrastructure, and opting for a wider role of high technology in industry with greater investment by big business, government and the private sector are ongoing problems to deal with before advancing technological issues and its investment becomes a clearer option for development.

The following factors can be used as criteria to prognosticate a brighter future for certain countries such as: large, young and dynamic populations, relatively low levels of national debt, expanding middle classes, diversifying economies, stable, elected governments with policies that inspire investor confidence and top performing stock markets.

To take an example, the Philippine Islands, once plagued by inefficiency and corruption, the Philippines has been ignored by investors in the past. But recently, several analysts have given the country their vote of confidence, heralding it as a nation with promise and for example a strong and safe place for funds in its region and an Asian bright spot.  Other regions such as the debt-ridden West and waning China and India may be passing on compared to places like SE Asia and Africa.

Brazil and China have been renewing trade, and recent travels by Chinese leaders to Russia and the African continent renew hopes for further trade and growth.

In India developments are rapidly occurring with possible initiatives between Russia and India in defence agreements geopolitically (China-Brazil are another potential geo-political bloc) and it is Skye Blue's intent to launch R&D placement and enablement of technology with collaboration such as with Bioprocess Biomass Operations in biomass management including initiatives already launched by Australia for India to collect farm crop residues for biofuel, feed and with feeding (e. g. ammoniation and fungal probiotics technology). More cooperation between Russia and India will realize benefits for both Russian free enterprise and industrial R&D with technology transfer or enablement in India in vital food and energy sectors in addition to military defense and the sale of arms.

As a whole, world-wide, Africa in the underdeveloped & developing world shows the best oversight in agricultural biotechnologies and their development or advancement taken from a recent review with the J. Afr. Biotech.  It was mentioned that a great part of the need from animal products is for greater efficiency and improvement in productivity. The four fronts that biotechs are advancing in are: health (viz. survivability of farm livestock), animal nutrition (a particular interest), breeding (also an interest) and reproduction.  The use of GMO probiotics has been underscored again as a biotech for use in Africa and as earlier pioneered in part by K. Gregg et al. at the Univ. of New England (AU) (viz. fluoroacetate) and now mimosine degradation in Leucaena leaf meal but still GMO manipulation and technicalities including energy considerations to improve digestibility and nutritive value are still on the table and will be set out for further investigation.  An upcoming mini-review from Skye Blue, on ensilage and its process and nutrition, will outline and review aspects of ensilage as practiced in both temperate, tropical & subtropical (e. g. African continent) country zones where biotech can be applied and where management feed practices call for an increasing demand for ensilage where feed is in short supply.  Some of the practices include use of molasses, still a predominant practice, use of acids and use of innoculants to improve fermentation quality and nutritive value profile. Also, physical, mechanical and chemical processing and their need for large-scale implementation with residue feeding has not yet begun including the need for transportation and energy inputs (viz. using energy co-generation with biomass). 

The following issues are outstanding as they have been since the mid-70s and through the 90s until now: 1)international civil society, 2) aid & development, 3) food, agriculture and commodity trade, 4) politics of biotechnology and biodiversity, 5) global governance, corporate concentration and intellectual property monopoly, 6) plant genetic resources and agricultural biodiversity and 7) emerging technologies starting in the late 90s such as biotechnology, nanotechnology, synthetic biology, geoengineering (cf. environmental pipeline and oil drilling projects), genomics and neurosciences, just some of what we have mentioned or are to cover at Skye Blue.

SKYENEWS: The ETC Group, (there are other examples of non-Governmental-related organizations like SBO Group, FAO, Rome Italy and the BIO) received recognition for their leader's prognostication and foresight towards the advancement of breakthroughs mentioned in the preceding in areas of science, law, sociology, international aid, economics and trade, genetic engineering with biotechnology, emerging nanotechnology including treatment in medicine, geoengineering and natural resource exploration and exploitation and neurosciences and genomics.

SKYENEWS: Out of Africa is a new study of 4 (Ghana, Ethiopia, Rwanda and Democratic Republic of Congo) of the 8 fastest growing economies among the top ten of 2011 world-wide accounted for their growth, in part, from agriculture including cash crops and other agricultural commodities.  Increasing democratization and the stability it brings has brought with it reversal of diaspora of young, skilled professionals and much needed investment back to their countries.  Further policy changes including key commodity diversification and on commodities in demand internationally and for rising commodity prices and need for the practice of entrepreneurship, key to operating business and creating jobs and spread of business, were mentioned. 

SKYENEWS: The recent reports out of the Philippines and any sign of integration by government action of biotechnology indicates initiatives and organizations from government first of all and perhaps industry will follow.  The Heads of State outlined their views regards "nation building" and the role of "integration of technology" as a matter of "national welfare" as biotechnology would serve the predominant sector of the economy, agricullture and food; they commented that biotechnology has increased by leaps and bounds in the populace in terms of awareness due largely by the media's efforts to inform the public of such technologies; also, they require that all technologies be environmentally and consumer safe with the use of Good Agricultural Practices (GAP) responsibly.

SKYENEWS: The labour migration in the Philippines with recent brain drains or 'diaspora' has shown that retention of skilled, high quality labour can make a significant change in economic outlook or is a premium economic gain.  Other contributing factors such as trade including energy and natural resources, overseas BPO investing in the country domestically, surge in foreign investment and strong diplomatic ties of a regional/localized 'geopolitical' nature or bloc are also weighed in but the former is touted as the strongest of factors. 

SKYENEWS: It is our opinion that technology acquisition has the advantage of acquired investments and capabilities over the so-called buying of technology through importation and use, i.e. when presented with opportunities to acquire technological capability one chooses inclusive participation with the advantage of native capability to manufacture and diversify over time.

SKYENEWS: In AUSTRALIA developmental theory has taken a turn in furthering small farm/mixed farming in the agricultural sector and their industries.  Large multi-nationals are proposing fielding themselves as agents for agricultural "positive encroachment" and other positive input/output influences (e. g. s. energy, mechanization, expertise, importation with trade /e. g. s. allied and industrial activity, i. e. labour issues in agri-supply sector, transportation sector, food and processing sector, trade import/export sector, government regulatory affairs sector, etc.).  Jobs may be lost, there may be outstanding social issues and what is claimed, that is, displacement which is projected to be a positive towards greater industrialization in the agri-sector field and upward bouyancy in the economy including pricing indices, profitability, stronger demand and improved competitiveness and improved product quality.The Philippine Islands will be used as one example, possibly, for development.  The Philippines Department of Science and Technology (DOST) is now intensively involved in integrating biotechnology in Philippine agriculture which will help jumpstart a new "Tiger Economy".

SKYENEWS: With growing oil being discovered off the west in the South China Sea which the Philippines is claiming within their 200 nautical mi. limit economic zone of interest there is a question asked as to basis in the economy that it takes to absorb the wealth (i. e. royalties in payment from oil exploration, refining and distribution outlet cos.) which will answer first of all to the domestic demand for energy by the burgeoning population for electricity, transportation and tourism (i. e. aviation, sea vessels, rail, and semi-trailer freight). What is the banking system? A Saudi Arabian model is suggested with aegis of the Canadian Central Bank, exemplary of a very traditionally strong banking system, that has help absorb profits, create asset and equity, leverage stock investments in industry in the corporate world, help control the consumer price index (CPI), and monitor economic growth or performance and encourage safe and high interest investment from overseas.  It is believed that a strong banking system will provide the support to build a stronger, stable economy with appreciable GNP growth >5% p. annum.  The likely clients of this new oil wealth will be the growing, vibrant industrialization and remarkable capitalization of the sub-continent Indian economy and funded perhaps by their state-run oil multi-national, Oil India Ltd. (OIL) , with an alternative scenario involving BP Shell, a v. large multi-national running exploration, oil extraction, and refining for the Chinese in the Philippine South China Sea and for the Philippines in armistice between the two shared countries using the oil wealth.

SKYENEWS:The recent developments here in Canada of initiatives to start anew Canadian-Russian relations and exchange of technology, training and trade to help develop the rural Russian federation including the exchange of resource commodities (e. g. liquified natural gas (LNG), oil, forestry products, potash).  Banking and financial services to business enterprises could be used to set up investment opportunities from overseas, loans, mortgages and other financial services with Canadian banks to help control money supply and inflation or market prices or help fix prices in a more regulation economy and for economic stimulus and exchange, regulate trading on the stock exchange, counter money laundering and its activity in the black market.  There is growing trend in urban areas to expand and satellite in urban centres and increase capacity, quota and level of training that is adaptive to industry needs in Canada also proposed for Soviet Russia especially with business programs to address the entrepreneurial needs of the market place.  This will be a big precipitator of business activity and economic development which is now true in the African continent.  Jobs from industry creation of commercial activity will provide real financial and professional opportunities for the population.  Alternative fuels such as bioethanol will eventually serve the shortfall in the rural market of Russia including its ends in transportation (e. g. efficient long-haul, Mag-Lev lines are proposed) and rural infrastructure (i. e. roads, bridges, utilities, including extensive hydro dams in addition to alternative "green" bioenergy which will assure Russian energy self-sufficiency, communications, airports).  The latter can be drawn from Canadian expertise used successfully in that country.  It should be mentioned lastly that good governance that does not corrupt civil society by compromise with outside criminal elements, that is liberal and progressive in regulation and legislation of society, government and business, but also has regulatory and even authoritarian elements for a conservative but uncorrupted, meritorious society should be used nationally and locally. Democratic systems of representation and rule by majority that is answerable and dynamic is called for. 

SKYENEWS: The recent revelations of government mismanagement due to graft and corruption broke out into scandal with strong reprimand from the country's President Benigno Aquino due to misallocation of funds used to appropriate and manage the agri-sector in industry.  If the good governance cannot be trusted to funnel funds to the small farmers and agri-business sector then a more sophisticated mechanism needs to be put in place with better checks and balances.  The private sector needs to be drawn in including engineering consultants and contractors, business consultants, big business and small business commercial concerns to do business with the small farmer in the agri-sector and entrepreneurship taught in schools in order the generate a young generation of professional managerial class entrepreneurs and for all parties to likewise compete on a competitive basis together with government oversight, including the legal profession and law courts, then safeguards can be put in place for the system to work.

SKYENEWS: The continuing saga of "supervising" oil wealth exploration and recovery and export from the S. China Sea along the Spratley Islands-Paracel Islands-Scarborough shoals 200 naut. mi zone limit off the Philippines Western Sea, has already led to 'outright deployment' by Japan in the region to help police the problem over oil wealth disputes and confrontations militarily in a defense capacity and now the entry of the S. Koreans with arms shipments (e. g. smaller naval ship carriers) and troop deployments and stronger military cooperativity for further such exchanges and troop deployments, in future. It is our view that the Philippines will in its resolve and with support from defense allies in the Far East and despite possible contentious issues with ASEAN neighbours as Vietnam, Thailand, Malaysia and Singapore, viz. their degrees of industrialization and defense and population growth or explosion, that Japan, S./N. Korea, Thailand and Vietnam and Singapore could receive favourable quotas from the Philippines in addition to China's share in trade which will be based on the two countries' traditional trading relationship and the state of China's growing industrialized might in the region.  Also, India, a traditional and ancient Indo-Arabic trading partner and colonizer (e.g. the ancient Madjapahit and Mohenjo-daro empires) stretching across the Philippines from the past will want the recognition and take opportunity offered to them from the Philippine government, and as evident from their given success and recent industrialized growth despite their burgeoning population, in trade and other contracts, e.g. infrastructural projects, such as the new multi-billion dollar "Queen of the South" Cebu-Mactan International Airport, a gateway project to the Americas' West Coast including the lucrative trade with Mexican international resorts like Acapulco, Mazatlan and Cancun, hailing from Magellans' circumnavigation of the globe and ensuing Spanish galleon trade days, of the past.

SKYENEWS: The likelihood that the MH 370 (Malaysian Airlines) flight disaster was terrorist triggered as most US analyzers suspect possibly with connections to 'Iranians' who got on board with falsified European passports brings us to larger issues that have been pointed out to the general public about general muslim militant feelings vis-a-vis the ethnic Chinese in the region including in mainland China.  With liberalization in China and with their imposition of spheres of influence over the entire region it is up for speculation where terrorism will lurk amongst militants including their claims on sharing the so-called 'proven' oil wealth in the surrounding region (viz. S. China Sea).  In the Philippines, a bona fide claimant to oil reserves off its coasts, according to rule of law, the domestic situation does not bode well given 'pork barrel' scandals, past and present, in the Congress and can lead to widespread distrust and disruption of free democratic rule in the country unless the government steps in, and with help from super States to help arbiter regional disputes of peace and order over sovereignty, trade and other related issues as with Japan, the Americans (e.g. in the Philippines) and the Russians (e.g. Indo-China/China).Conspiracy involvements of separatists or militants is up for speculation at this time but there are positive reports given of Al Qaeda, the same group commandeered by the late Osama bin Laden with a possible bombing/hijacking speculated with the plane.

SKYENEWS:There are five more matters to consider that takes us further down the story of MH 370 (Malaysian Airlines): 1) a reported sighted tail piece of the fuselage (amongst three sighted pieces) of an aircraft part near where the aircraft was supposedly downed where it lost contact with radar over the S. China Sea off the eastern coast of Malaysia and near where two oil slicks consistent with the plane's downed Boeing 777 fuselage similarly would be found, 2) the claim of transponder signals of a mechanical nature or status of the plane caught by 'tracking' satellite were just that may not have been accompanied by identification codes staking claims aircraft veered to the West and then proceeded North or South from the Straits of Malacca 5 hours after 'tracking', 3) an account of a terrorist involved with a shoe possibly on board loaded with explosives which may have been used to blow something up on board whatever the scenario, 4) suicide on the part of the hijackers and/or pilots as a of motive for downing the aircraft and 5) finally of course the need for Malaysian military cooperative intelligence to be more open with their Chinese counterparts in order for further developments on this case. Projects at the  moment:

a) Protozoal Membrane (structural, transport, cell signaling, etc.) isolation, identification and characaterization and assay with immunofluorescence techniques to search for an effective vaccine in the rumen using surface proteins of the cell membrane.
b) Immunogeneic delivery cell signaling systems (e. g. cancers) with the ARC, AgCanada, Ottawa ON CANADA. The author  D.A. Flores has previously conducted research in this facility on sheep but would like the opportunity to study immunogeneics using  the ovine model.  Cell activation, interactions and effectors, inducers, and germinal lines in cellular development  should be further explored.
c) Vit D-derived drugs for treating atherosclerosis and heart disease, diabetes type II and colonic cancer of the lower bowel (see: MEDBIOSE, Hum-Molgen.De)***.  
d) Hygienic immunogeneic activation system with applications in personal hygeine and public health (e. g. human handlers,  food poisoning).
e) C-sink plants and finding species with accelerated C-sink genetics and a 4 kg portable unit (cf. portable, self-contained Kjeldahl N analyzer) to analyze in the field: dry matter (DM), cellulose, hemicellulose, ash and lignin.  Chemical proximal analyses is the state-of-the-art and is involved and time consuming.  It is best to experiment with a portable assay platform with the right delivery system involving sample prep and near infrared reflectance spectroscopy (NIRS) with direct calibration methods. Ash may be determined separately. 
f) Marine biology and the function of off-shore, low-lying sea meadows as plant "factories" for drugs, olefins, fertilizers and novel animal feeds. 

***Search with a Physiological Assay Protocol for VitD and Fructan Nutritionals and their Parallel Metabolites as Putative Drug Targets.  TF activation or expression with cell systems characteristic of Vit D and inulins that have been studied previously should be assayed using the oligonucleotide array-based transcription factor assay (OATFA) system and their associated gene products (i. e. enzymes, structural proteins, transport proteins, etc.) characterized from a molecular biological standpoint in order to discover and characterize targets for drugs. Drug design in tandem with X-ray crystallographic/cryo-transmission electron microscopy studies and synthesis and clinical trials follows. It was stipulated that although drugs would target molecules involved with specific non-immunogeneic response so as not to lower below the norm, that drugs perhaps affect other specific functions affecting inflammation in some other way. Assay to assess immune status is by T cell, macrophage and cytokine levels in test animals from the site of infection. 

SKYENEWS: The bio-industries issues including bioremediation, bioenergy regeneration and feeds mfging  are co-dependent at this time on energy from fossil fuels.  There are secondary outputs such as biogass and energy-rich sludge from municipal wastes.  The issues in the 'Philippine Theatre' with oil exploitation found within their exclusive 200 naut. mi. EZ (economic zone) is for conserved domestic use as a policy and reserved for fair trade mfging vs. a policy of outright energy export for the benefit of trading partners. On the otherhand there is a benefit to uphold at home domestic mfging for industry use and its profit.
